Job Description

I am currently recruiting for a Head of Economic Regulation with a water company in Yorkshire (flexible working with the expectation of one to days in the officer per week). You will:

  • Deliver the PR24 Regulatory Price Review submission to Ofwat, including the 5-year business plan for Yorkshire Water's customer bills, investment service and incentive package.
  • Manage the PR24 Determination process, including the company representations on the regulatory business plan assessment, draft and final Determinations.
  • Own the company's regulatory Price Review strategy, particularly ensuring that the development of the 5-year business plan meets the regulatory objectives and provides opportunities to create financial, social and natural value for Yorkshire Water.
  • Manage all engagement and relationships with the Ofwat and external stakeholders related to Price Reviews and Economic Regulation.
  • Deliver relevant aspects of regulatory economic submissions, including, Annual Reporting, In-period Determinations, Consultations, Targeted Reviews etc.
  • Manage Annual Performance Reporting ensuring all compliance and assurance process are in place and sufficiently resourced (with appropriate internal and external assurance partners) to deliver reliable and accurate regulatory returns.
  • Responsible for ongoing development and management of regulatory strategy including shaping and influencing regulatory policy, responding to regulatory submissions, investigations and consultation publications.
  • Manage the development and delivery of the corporate market strategy and manage the ongoing review and challenge of the Competition and Markets Committee in promoting and facilitating the development of markets.

The Successful Applicant

You will have a:

  • Degree in Economics qualification or equivalent.
  • Significant experience of regulatory frameworks and regulatory approaches used in UK.
  • Experience of managing multidisciplinary teams producing robust analysis and evidence to support company decision-making
  • Ability to think strategically, understand the implications for the business and support the development of delivery plans
  • Excellent analytical skills and an ability to interpret consequences of strategic positions on a variety of issues
  • Ability to undertake policy developments including assessment of options and sensitivities.
  • Good communicator engaging audiences of all levels, able to explain complex ideas and concepts effectively
  • Good interpersonal skills and can develop and maintain effective internal and external relationships including with senior stakeholders.
  • Ability to form and work collaboratively with virtual teams of experts and stakeholders, and within a matrix programme management environment.
  • Dependable in working to tight deadlines in producing internal and external papers.
