Job Description

The Chief Technology Officer (CTO) is a key member of the executive leadership team, reporting directly to the CEO. The role oversees the organisation's full technology landscape - spanning software engineering, platforms, infrastructure, data, cloud, and AI innovation. The CTO will define the long-term technical direction while building robust in-house capabilities that support the delivery of secure, mission-critical systems for government stakeholders.

  • Develop and execute the organisation's technology strategy across software, data, infrastructure, cloud, and AI domains.
  • Drive modern engineering practices including cloud-native development, DevSecOps, automation, secure architectures, and quality assurance.
  • Oversee system and solution architecture to ensure resilience, performance, and compliance with data security and AI governance requirements.
  • Lead R&D initiatives in AI/ML, multimodal models, intelligent systems, analytics platforms, and next-generation engineering capabilities.
  • Build, mentor, and scale high-performing teams across software engineering, platform engineering, data engineering, and AI/ML engineering.
  • Partner with stakeholders, product teams, and government agencies to translate operational needs into scalable technical solutions.
  • Strengthen cybersecurity, risk management, responsible AI practices, and secure development lifecycles across all technology functions.
  • Establish long-term plans, budgets, and technical roadmaps for platforms, R&D, and advanced AI capabilities.

The Successful Applicant

  • Extensive leadership experience overseeing complex technology environments, ideally with exposure to Singapore's government technology landscape or mission-critical systems.
  • Strong expertise in software architecture, enterprise platforms, cloud/on‑prem infrastructure, DevSecOps, and engineering process maturity.
  • Demonstrated success building scalable systems in privacy-sensitive, off-cloud, secure enclave, or regulated environments.
  • Broad understanding of modern AI domains including LLMs, RAG, prompt engineering, multimodal AI, and agentic systems.
  • Hands-on knowledge of the AI lifecycle - from experimentation and model evaluation to deployment, monitoring, and continuous improvement.
  • Excellent leadership, stakeholder management, and communication skills, with the ability to influence at senior levels.
  • Proven track record of building high-performing technical teams and fostering a strong engineering culture.

Important Note:

Due to close engagement with government agencies and the sensitive nature of the work, this role is open strictly to Singapore Citizens and will require security clearance.
